Just by juding the USA Today article, and how teams draw historically this is how much you should worry.
Almost Certain: Detroit, Jacksonville, San Diego, St. Louis
Likely: Oakland
Somewhat likely: Arizona, Cincinnati, Cleveland, Miami, San Francisco, Tampa Bay
Unlikely: Atlanta, Buffalo, Carolina, Kansas City, Minnesota
Very unlikely: Chicago, NY Jets
No need to worry: Baltimore, Dallas, Denver, Green Bay, Houston, Indianapolis, NY Giants, New England, Philadelphia, Pittsburgh, Seattle, Tennessee, Washington
Oakland has been one of the hardest hit areas by the recession.....Houses there have plummeted in value and their unemployment rate is like 13 or 14 percent.

Nobody cares about sports in San Diego but drive north 90 miles and in LA people take their sports teams serious. Dont get me wrong we are on our iphones reading gossip sites while we are at the game but LA cares about the teams they have. I just hope we dont get a football team out here ever again!
On paper a move to LA seems very likley as a new privately funded stadium in the City of Industry is ready to be built right now. Owner Ed Roski is just waiting for a team to come to LA. Although there are numerous problems with this plan, leading me to believe this particular plan is nothing more then a pipe dream.
1. It would require another owner to first sell their team to Roski in order for the stadium to be built or an expansion team, which if the NFL wanted to do, they would have done so already.
2. The rest of the league owners do not want a team in LA because of the large media market that would go unshared.
3. It removes LA as a potential move site, and makes it harder for teams to get publicly funded stadiums. (How a monopoly works 101: You always want to have an excess of demand ie. more cities who want an NFL team, then there are NFL teams, because amongst other things it allows you to do things like that)
There's a few other smaller reasons, but those are the big three.
I think there should be a team in Los Angeles, but right now there's just way too many people with power that are against the move.
The only way a move to LA would happen would be for Roger Goodell to step in and just grant LA an expansion team without a vote with the better interst of the league in mind, although I have no doubt that would cost him his job.
